The Cabell County Family Resource Network (FRN) operates under the fiscal agency of FaithHealth Appalachia. Because the Cabell County FRN is not an independent 501(c)3 organization, we do not file standard IRS Form 990s. However, we are committed to maintaining transparency in how our funding is managed.

Family Resource Networks across West Virginia receive funding through grants from the West Virginia Department of Human Services, Bureau for Family Assistance. Each FRN develops its own budget, which must be reviewed and approved before grant funding is awarded.

At the Cabell County FRN, our state grant is used exclusively to support the salary of the Director. All programs, initiatives, and community projects we carry out are funded entirely through donations and additional grants secured outside of state funding.

To further demonstrate our commitment to accountability, we have made available our Sworn Statement of Expenditures for Fiscal Year 2025 (FY25) and our Proposed Budget for Fiscal Year 2026 (FY26). These documents provide a clear view of how our funding is allocated and how we plan to continue serving the community in the year ahead.

This model ensures that every contribution we receive directly supports programs and indirect services that strengthen families and communities in Cabell County.
