Notice of Public Hearings for the 2020-2024 Draft Con Plan, FY 2020 Draft AAP and the Draft Amended Citizen Participation Plan

The public hearings for the 2020-2024 Draft Consolidated Plan, FY 2020 Draft Annual Action Plan, and Draft Amended Citizen Participation Plan will be held electronically April 20-23 at four separate times via online webinar.  Please see the attachment for specific times and registration information.

NOTICE OF PUBLIC HEARINGS

FY 2020-2024 CONSOLIDATED PLAN/FY 2020 ANNUAL ACTION PLAN AMENDED CITIZEN PARTICIPATION PLAN

The West Virginia Development Office (WVDO) and the West Virginia Housing Development Fund (WVHDF)

are conducting public hearings concerning the Amended Citizen Participation Plan,  State of West Virginia Draft FY2020-2024 Consolidated Plan and Draft FY 2020 Annual Action Plan (AAP) for funding provided to the State by the U.S. Department of Housing and Urban Development (HUD).  The plans will guide the expenditure of approximately $24,596,584 million in annual funding for housing and community development for fiscal years

2020-2024.The plans are specific to the following programs: Community Development Block Grant (CDBG)

$14,258,806 in non-Entitlement areas; HOME Investment Partnerships Program (HOME) $5,110,143, Housing Trust Fund (HTF) $3,000,000, Emergency Solutions Grant (ESG) $1,650,273 and Housing Opportunities for Persons with AIDS (HOPWA) $577,362 statewide. The HTF funds are estimated based on FY2019 allocation and will be proportionally increased or decreased from the estimated funding levels to match actual allocation amounts. The Citizen Participation Plan establishes policies and procedures for citizen participation, which are designed to maximize the opportunity for citizen participation in the community development process for the CDBG, HOME, HTF, ESG, and HOPWA programs. The draft plans will be available for public review beginning Wednesday, April 1, 2020 until close of business Monday, May 4, 2020 and will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or about May 15, 2020. The Amended Citizen Participation Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) after the

30-day comment period.

 

The FY2020-2024 Draft Consolidated Plan, FY2020 Draft Annual Action Plan, and the Draft Amended Citizen Participation Plan will be available on the WVDO website at https://wvcad.org/resources, the State’s Regional Planning and Development Councils (RPDC)s, and by calling the WVDO at 304-957-2068. In the event the State’s Regional Planning and Development Councils or the WVDO offices are closed due to a State or National Emergency, arrangements will be made to review the plans by calling WVDO at 304-957-2068. A 30-day comment period will begin on Wednesday, April 1, 2020 and until close of business Monday, May 4, 2020. To

be considered in the plans, written comments will be received in the WVDO at the address below, attention

Sherry Risk, or submitted via email to Sherry.L.Risk@wv.gov until the close of business on Monday, May 4,

2020.

 

Public hearings will be held to review all plans, the Analysis of Impediments and to receive written and verbal comments on the dates below.   Hearings will also include Fair Housing and Section 3 rules. To effectively facilitate online commenting, individuals who wish to comment must use the “raise hand” function. The West Virginia Development Office has requested that FRN offices submit a summary of the three key areas of questions. This is an opportunity for local programs to give direct input into the next five year plan. Please distribute survey to your staff and other coalition network members you are involved with to complete.

Every five years the West Virginia Development Office (WVDO), an agency of the West Virginia Department of Commerce, along with the West Virginia Housing Development Fund (WVHDF) develops a 5-year plan Consolidated Plan to guide the use of federal funds received from the U.S. Department of Housing and Urban Development (HUD).

 

The 2020-2024 plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) within 60 days after the date 2020 allocations are announced, but no later than August 16, 2020 and will guide the expenditure of funds for housing and community development in non-entitlement areas for the Community Development Block Grant (CDBG) and the entire state for Emergency Solutions Grant (ESG), Housing Opportunities for Persons With AIDS (HOPWA), the HOME Investment Partnership and Housing Trust Fund (HTF) programs. The 2020 Annual Action Plan which is the first year of the 2020-2024 5-year Consolidated Plan will also be submitted.

 

Your response to the community needs assessment survey will help us identify priorities for the use of these funds. The Community Needs Assessment Survey is available at  https://www.surveymonkey.com/r/WVCAD until
